I just want to know if the mod is done and over, if it's still being made, or if it is done but still being modified now and then.

This mod, as of now, is nowhere near completion. I've done a fair bit of work on the storywriting. But that's it.

Found this in some random googling, and it seems interesting. However, the last update on here was last month. Is this still going, or should I move on?

That depends, Polar and I am on this forum often, but we haven;t done much recently (I've been rather lazy recently).

I'm not particularly skilled with the Creation Kit yet, having only just started fiddling around with the PC version. I could probably handle characters and dialogue, and I did some scripting with Oblivion, so I might be able to pick up on that. Designing cells isn't too hard, and out door stuff is even easier. However, I'm not certain how often I'll get the chance to work. College requires a lot of work

However, if you just want to do the odd thing, you could write a few side quests every now and then (here: https://sdbm.forumotion.com/t18-side-assassinations), or if you want to write a few quotes for the characters, or random discussions between NPCs, that's fine.
